Licensing framework

Planning Digital provides an annual authority licence designed to align with procurement requirements and operational delivery. Licensing is structured by scope, enabling authorities to adopt the permitted development system as a standalone capability or as part of a broader demand-management approach.

A typical licence scope can include:

  • Permitted development system (rule-based early-stage indication)
  • Operational insights capability (aggregate visibility into enquiry and outcome patterns)
  • Legislative updates aligned to changes in Scottish permitted development legislation
  • Structured support covering implementation, configuration and service handover

Service levels

Two service levels are available. Digital Guidance provides structured permitted development assessment with low-admin deployment. Digital Guidance & Insight extends this with enhanced resolution and full operational reporting.

Structured Demand Assessment Programme

The Structured Demand Assessment Programme is a time-boxed onboarding and evaluation phase, with agreed success criteria and a clear implementation plan. It is designed to confirm operational fit, validate deployment approach, and establish measurable service outcomes.

Where suitability is confirmed, an annual service level can be agreed, including scope, governance, update cadence and support arrangements.

  • Data ownership remains with the relevant authority for authority-specific deployments
  • Operational insights are produced from aggregated reporting to support service improvement
  • No advertising or marketing profiling
  • Privacy-respecting analytics used for basic measurement, quality assurance and operational understanding
